Prof. Masood Sadiq, then Dean of the Institute of Child Health, initially introduced the idea in 2018. He presented it during the Annual Symposium of The Children’s Hospital on 2nd March, chaired by Mr. Khawaja Salman Rafique. However, the plan initially saw no advancement.
Later, on 11th December 2018, Prof. Sadiq revived the proposal during a convocation event. Health Minister Prof. Yasmin Rashid presided over the ceremony and expressed strong support for the initiative. She pledged to gain endorsement from the Punjab government.
Subsequently, Chief Minister Mr. Usman Buzdar approved the concept on 25th March 2019 during his hospital visit. Following this, the Dean formally submitted the proposal to the SH&ME department on 2nd April 2019. Then, the SHC&ME department forwarded it to the P&D Board.
The project appeared in the 2019–20 Annual Development Plan as an unapproved scheme costing 4 billion PKR. Authorities appointed the Infrastructure Development Authority Punjab (IDAP) to lead execution. Meanwhile, PC-1 preparation began. Unfortunately, the COVID-19 pandemic disrupted progress and delayed development efforts.
